Jonathon Holmes

Senior Consultant

Jonathon is a Senior Consultant at PPL with extensive experience working in health and social care policy, research and practice.

Jonathan’s specialist areas of expertise include urgent and emergency care, ambulance services, and operational performance.  He has been involved in a range of national NHS recovery and transformation projects, including in his previous roles with NHS Providers, The King’s Fund and Healthwatch England.

Jonathon brings extensive knowledge and experience in population health improvement and analytics.

Before working in policy and research, Jonathon spent time in occupational therapy support roles in mental health, criminal justice, and substance misuse recovery services in the North-West.   His work with the ambulance sector has included developing their role in tackling health inequalities, as well practical steps to improve workforce wellbeing.  Alongside this, Jonathon has worked with numerous NHS trusts to help identify enablers of improved patient flow.

While at the King’s Fund, Jonathon led analytical work to establish the systemic relationship between relative deprivation and length of wait for elective services in the early Covid-19 recovery period. This work shaped government and NHS England’s approach to recovery planning.

Jonathon holds an MA in Religion and Political Life from the University of Manchester, and is trained in Agile Project Management and Advanced Statistical Methods.
